The Nigerian Online Media Alliance (NOMA), a coalition of digital media publishers and journalists committed to promoting ethical journalism, media development, and impactful public advocacy across Nigeria, has announced a Media Practitioners’ Capacity Building Programme to commemorate the 2026 International Day Against Drug Abuse and Illicit Trafficking.

The one-day conference is in collaboration with the International Society of Substance Use Prevention Professionals (ISSUP) Nigeria, the National Drug Law Enforcement Agency (NDLEA), and the Federal Neuro-Psychiatric Hospital, Yaba, Lagos, is honoured to present Dr. Olugbenga Adekile Owoeye, Medical Director and Chief Executive Officer of the Federal Neuro-Psychiatric Hospital, Yaba, Lagos, as a distinguished keynote speaker at the forthcoming Media Practitioners’ Capacity Building Programme on Substance Abuse Prevention and Responsible Reporting.

Dr. Owoeye is one of Nigeria’s leading psychiatrists, clinicians, researchers, and mental health advocates, with over two decades of dedicated service in advancing mental healthcare, addiction management, and psychiatric research in Nigeria. He currently serves as the substantive Medical Director of the Federal Neuro-Psychiatric Hospital, Yaba, having been re-appointed by President Bola Ahmed Tinubu for a second and final four-year term in recognition of his outstanding leadership and contributions to mental health development in the country.

A graduate of Obafemi Awolowo University, Ile-Ife, Dr. Owoeye obtained his medical degree in 1994 and qualified as a psychiatrist in 2003. He further earned Master’s and Doctoral degrees in Clinical Psychology from the University of Lagos, equipping him with extensive expertise in both psychiatry and psychological sciences.

As a Consultant Psychiatrist and accomplished academic, Dr. Owoeye has contributed significantly to the body of knowledge in mental health through numerous scholarly publications covering areas such as substance use disorders, depression, medication adherence, post-traumatic stress disorder, bullying victimisation among adolescents, mental health stigma, caregiver burden, and community mental health services. His research has been widely cited and has informed mental health practice and policy both within and outside Nigeria.

Dr. Owoeye is a member of several prestigious professional bodies, including the Nigerian Medical Association (NMA), Association of Psychiatrists in Nigeria (APN), Medical and Dental Consultants Association of Nigeria (MDCAN), Nigerian Psychological Association (NPA), Nigerian Institute of Management (NIM), and the International Certified Addiction Professionals (ICAP).

Beyond his clinical and academic achievements, he has played a strategic role in strengthening mental health systems, training healthcare professionals, and championing initiatives aimed at improving access to quality mental healthcare services across Nigeria. Under his leadership, the Federal Neuro-Psychiatric Hospital, Yaba, has continued to expand its impact in psychiatric care, addiction treatment, research, and public mental health advocacy.
